government to impose the Enhanced Community Quarantine and the Stringent Social Distancing guidelines over the entire Luzon;

WHEREAS, in view of the confirmation of two COVID-19 cases in La Union, there is a need to adopt more stringent protocols and update the guidelines as precautionary emergency measures to help contain the spread of the disease in the municipality;

WHEREAS, the General Welfare Clause of the Local Government Code of 1991 provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

NOW THEREFORE, I ATTY. ALELI U. CONCEPCION, Municipal Mayor of the Municipality of Balaoan, La Union, by virtue of the powers vested in me by law, do hereby order to adopt more stringent protocols and update the guidelines on enhanced community quarantine within the Municipality of Balaoan, La Union as a precautionary measure due to the outbreak of the Corona Virus Disease (COVID-19) with the following provisions:

SECTION 1. In adherance to the directive of the President and the Enhanced Community Quarantine and Stringent Social Distancing Guidelines issued for Luzon, the following safety and security measures shall be strictly observed starting 12:00 a.m. of March 23, 2020 to 12:00AM of April 13, 2020, to wit;

1. A Municipal Official Pass Slip shall be issued to all households in Balaoan for free. In order to get the Municipal Official Pass Slip, the household head should surrender the previously issued barangay pass slip to his barangay officials.

a. Only one member of the household (not family) who must be at least 18 to 59 years old, not pregnant, with no pre-existing medical condition like hypertension, diabetes, COPD, cancer and the like shall be issued a Municipal Official Pass Slip. Different families living in the same house is considered as one household.
