AN ORDER ADOPTING MORE STRINGENT PROTOCOLS AND UPDATED GUIDELINES ON ENHANCED COMMUNITY QUARANTINE WITHIN THE MUNICIPALITY OF BALAOAN, LA UNION AS A PRECAUTIONARY MEASURE DUE TO THE OUTBREAK OF THE CORONA VIRUS DISEASE (COVID-19)
WHEREAS, President Rodrigo Duterte issued Proclamation No. 922, declaring a State of Public Health Emergency throughout the Philippines on the 8th day of March 2020 due to the outbreak of COVID-19 this being an emergency threatening national security. The said declaration mandated mandatory monitoring/reporting of cases, intensifying government response and measures, and enforcing quarantine and disease control prevention measures;
WHEREAS, in view of the said declaration, the Department of Interior and Local Government (DILG) has advised all Local Government Units (LGUS) to take precautionary measures to help contain the spread of the disease;
WHEREAS, the DOH-DFA-DILG-DOJ-DOLE-DOT-DOTT-DICT Inter-Agency Task Force for the Management of Emerging Infections Disease/IATE) issued Resolution No 11 Series of 2020 dated March 12, 2020 approving the recommendation made by the Department of Health Technical Advisory Group on Imposing Stringent Social Distancing Measures to prevent spread of the disease;
WHEREAS, Provincial Governor Francisco Emmanuel R. Ortega III, has issued Executive Order No. 12 Series of 2020 on March 15, 2020 "declaring the Province of La Union under community quarantine and further enhancing the implementation of mandatory precautionary measures against COVID-19;
