Sabablar ko‘b
Bulardan boshqa ham yana har xil sabablar ko‘b, ayniqsa, pul qursi mas’alasi bilan samoviy ofat mas’alasini muhim sabablar qatorig‘a kirgizmak kerak. Qurs chatoqlig‘i orqasida bir pud o‘rniga bir yarim-ikki pud to‘laganlar ham ko‘b bo‘ldi. Bizning sodda qishloqilarimiz qursning asli, tagi-tugini bilmasdan soliq to‘lash vaqtida ham ko‘b zarar ko‘rdilar. So‘ngra: Andijon uyazida samoviy ofat ko‘b bo‘ldi. Paxtaning unumi oz. Sholining hosili ko‘b yerlarda sira bo‘lmadi. Ekinlarni “garmsel” degan shamol urub, butun-butun mahv qildi. Bu to‘g‘rida vaqti bilan gazetalarda ham ko‘b yozildi.
Samoviy ofatga yo‘luqqanlar ozod qilindilar. Shu munosabat bilan ularning arizalarini ko‘rmak uchun maxsus kamisiyalar tuzuldi. Lekin, arizalarning ko‘bligi sabablik kamisiyalar ishlarini tezroq tugata olmadilar. Mana bu ish ham soliq to‘planishdag‘i to‘suqlardan biri bo‘ldi.
