THIS IS TO CERTIFY thot at the regular session duly constituted of the Sangguniang Panlalawigan, Province ofPangasinan, held on November 29, 2021 at Lingayen, Pangasinan, the following provincial ordinance was approved:

PROVINCIAL ORDINANCE NO. 274-2021

AN ORDINANCE CONDONING INTEREST FOR LOANS GRANTED UNDER THE PROITNCIAL LTVELIHOOD ASSISTANCE PROGRAM

WHEREAS, on February 22,2021, Provincial Ordinance No. 259-2021 was enacted to institutionalize and strengthen the Provincial Livelihood Assistance Program (PLAP) in line with the Provincial Government's primary developmental thrust of generating more livelihood and economic opportunities;

WHEREAS, the widespread transmission of Coronavirus disease (Covid-l9) in 2020 constrained the Government to promulgate various health and safety measures which restricted the capacities of the program beneficianes to sustain, grow, and expand their livelihood projects, resulting in the decline in production and sales that ultimately led to reduction of income of families;

WHEREAS, the adverse economic effect on PLAP beneficiaries continued in 2021 as the Covid-I9 measures were not only retained but even necessarily intensified red when the Covid-I9 situation in Pangasinan reached its peak in August-September 2021at an average of nearly 400 new cases per day, with a record-high 878 new cases logged in a single day on September 13,2021;

WHEREAS, the Provincial Government of Pangasinan takes cognizance of the economic strain wrought by the pandemic and recognizes its responsibility to institute measures to aid this important sector;

WHEREAS, under Republic Act No. 7160, otherwise known as the Local Govemment Code 1991, the Sangguniang Panlalawigan is empowered to enact ordinances levying taxes, fees and charges, prescribing the rates thereol for general and specific purposes, and granting tax exemptions, incentives or reliefs;

WHEREFORE, in view of the foregoing, on motion of SP Member Salvador S. Perez, Jr., duly seconded-
