EXECUTIVE ORDER NO. 2020-03-024

Series of 2020

AN ORDER TEMPORARILY PROHIBITING THE SALE, GIVING, OFFERING, PURCHASE, CONSUMPTION AND SERVING OF INTOXICATING DRINKS WITHIN THE MUNICIPALITY OF BALAOAN, LA UNION AS A PRECAUTIONARY MEASURE DUE TO THE OUTBREAK OF THE CORONA VIRUS DISEASE (COVID-19)

WHEREAS, President Rodrigo Duterte issued Proclamation No. 922, declaring a State of Public Health Emergency throughout the Philippines on the 8th day of March 2020 due to the outbreak of COVID-19 this being an emergency threatening national security. The said declaration mandated mandatory monitoring/reporting of cases, intensifying government response and measures, and enforcing quarantine and disease control prevention measures;

WHEREAS, the DOH-DFA-DILG-DOJ-DOLE-DOT-DOTr-DICT Inter-Agency Task Force for the Management of Emerging Infectious Disease(LATF) issued Resolution No. 11 Series of 2020 dated March 12, 2020 approving the recommendation made by the Department of Health Technical Advisory Group on Imposing Stringent Social Distancing Measures to prevent spread of the disease;

WHEREAS, Provincial Governor Francisco Emmanuel R. Ortega III, has issued Executive Order No. 12 Series of 2020 on March 15, 2020 "declaring the Province of La Union under community quarantine and further enhancing the implementation of mandatory precautionary measures against COVID-19:

WHEREAS, pursuant to Proclamation 922, Joint Resolutions 11 and 12 of the IATF and the provisons of RA 11332, a Memorandum was issued on March 16, 2020 by Executive Secretary Salvador Medialdea, directing all agencies and instrumentalities of government to impose the Enhanced Community Quarantine and the Stringent Social Distancing guidelines over the entire Luzon:

WHEREAS, in view of this situation and the urgent need to shield our population from getting infected by the disease as embodied by orders coming from the President. Provincial Governor and concerned health agencies, there is a necessity to adopt and impose
