EXECUTIVE ORDER NO. 2020-03-021 Series of 2020
AN ORDER DECLARING THE TEMPORARY CLOSURE OF IMMUKI ISLAND AT BARANGAY PARAOIR, BALAOAN, LA UNION IN RESPONSE TO THE OUTBREAK OF THE CORONA VIRUS DISEASE (COVID-19)
WHEREAS, President Rodrigo Duterte has issued Proclamation No. 922, declaring a State of Public Health Emergency throughout the Philippines on the 8th day of March 2020 due to the outbreak of COVID-19 which constitutes an emergency threatening national security. The said declaration mandated mandatory monitoring/reporting of cases, intensifying government response and measures, and enforcing quarantine and disease control prevention measures.
WHEREAS, in view of the said declaration, the Department of Interior and Local Government (DILG) has advised all Local Government Units (LGUS) to take precautionary measures to help contain the spread of the disease;
WHEREAS, Immuki Island at Barangay Paraoir is one of the tourist destinations in Northern La Union and therefore one of the most likely places where COVID-19 may be easily spread because of the close interaction between visitors and local residents who are catering to tourism needs;
WHEREAS, in view of these circumstances and in order to prevent the spread of COVID 19 in this important tourism destination, there is a need to adopt emergency measures not only to protect visitors but also local residents who frequent the place for leisure and livelihood;
WHEREAS, the General Welfare Clause of the Local Government Code of 1991 provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;
NOW THEREFORE, I, ATTY. ALELI U. CONCEPCION, Municipal Mayor of the Municipality of Balaoan, La Union, by virtue of the powers vested in me by law, do hereby order the temporary closure of Immuki Island of Barangay Paraoir, Balaoan, La Union.
