AN ORDER ADOPTING THE GUIDELINES IN THE IMPLEMENTATION OF ENHANCED COMMUNITY QUARANTINE AND THE STRINGENT SOCIAL DISTANCING MEASURES FOR THE MANAGEMENT OF CORONAVIRUS DISEASE (COVID-19) IN THE MUNICIPALITY OF BACNOTAN, LA UNION
WHEREAS, Proclamation No. 922, s. 2020 dated March 8, 2020 declared a State of Public Health Emergency throughout the Philippines mandating all government agencies and LGUs to take
necessary measures to curtail the threat of COVID-19
WHEREAS, Code Alert System was raised to Code Red Sub level 2 on March 12, 2020 due to increasing number of confirmed cases of COVID-19 in the country.
WHEREAS, Memorandum No. 2020-16 and Executive Order No. 20 s. 2020 dated March 13, 2020 and March 14, 2020, respectively, from the Office of the Municipal Mayor was issued reiterating the responsibility of the Barangay Health Emergency Response Teams (BHERTs) and officials in the monitoring and reporting of visitors/returning residents in their respective barangays and the implementation of preventive and safety measures set through an Inter-Agency Consultation;
WHEREAS, Executive Order No. 12 s. of 2020 from the Office of the Provincial Governor dated March 15, 2020 placing the whole Province of La Union under community quarantine and the further enhancement on the implementation of mandatory precautionary measures against COVID 19:
WHEREAS, on March 16, 2020, a Memorandum on Community Quarantine Over the Entire Luzon and Further Guidelines for The Management of the Coronavirus Disease (COVID-2019) Situation was issued from the Executive Secretary of the Office of the President effective 00:00 (12 a.m.) of 17 March 2020 and expiring on 00 (12 a.m.) of 13 April 2020;
NOW, THEREFORE, I, FRANCISCO ANGELITO L. FONTANILLA, Municipal Mayor of Bacnotan, La Union, do hereby direct the following new measures as deemed applicable:
1. A strict home quarantine shall be observed in all households. Movement shall be limited to accessing basic necessities, and provision for food and essential health services shall be regulated. Buying of essential items (e.g. food, medicines, etc) is only allowed between 5 am to 8 pm by only one (1) member of the family.
