EXPLANATORY NOTE
WHEREAS, the United Federation of Tricycle Operators and Drivers Associations of Asingan, Pangasinan submitted their letter to the Sangguniang Bayan requesting for tricycle fare rate increase due to the uncontrollable increase of gasoline and other oil products;
WHEREAS, one of the barometers of our economy depends on the oil industry, increase in all products will mean increase of prime commodities;
WHEREAS, implementing rules and regulations of the Local Government Code of 1991 , Article 100, paragraph 3, subparagraph (vi) provides;
(vi) subject to the guidelines prescribed by the Department of Transportation and Communications, regulate the operation of tricycle and grant franchises for the operation thereof within the territorial jurisdiction of the Municipality.
NOW THEREFORE, on motion Councilors Carlos F. Lopez, Jr. duly seconded by Councilor Porferio R. Tendero, Jesus of G. Cardinez Carlos and Roseller F. Lopez, A. Jr., Viray, it was
RESOLVED, as it is hereby resolved, to approve the following Ordinance, to wit:
