SECTION 5. Scope and Coverage. This Ordinance covers all qualified senior citizens of the City of Alaminos based on the eligibility criteria as outlined by this Ordinance to wit:
A. Birthday Cash Gift
1. Sixty (60) years old and above who are living in the City of Alaminos, Pangasinan, Philippines at the time of his/her birthday:
2. A bona fide resident of Alaminos City and registered Senior Citizen under the Office of Senior Citizens Affairs (OSCA).
B. Centenarians
1. All senior citizens in the city who had reached the age of 100 years old before the enactment of RA 10868, and still living at the time that RA 10868 took effect.
SECTION 6. General Policies. The general policies and guidelines in the implementation of this Ordinance shall be based on Memorandum Circular No. 04 Series of 2017 or the Omnibus Guidelines in the Implementation of Republic Act 10868 and Memorandum Circular No. 2016-160, to wit:
1. Identification of Potential Beneficiarles Shall be based in the existing database, such as records of OSCA-issued senior citizens ID and other similar resources.
II. Assessment and Validation of Potential Beneficiaries
a. The OSCA head shall submit list of senior citizens based on the issued senior citizens ID with corresponding date of birth to the CSWDO as basis for the master listing of eligible beneficiaries and schedule of pay-out quarterly.
b. Other Philippine-Government issued identification cards such as LTO issued Driver's License, GSIS UMID card, SSS, PRC, Postal ID or Voter's ID is required to show Filipino citizenship.
c. The CSWDO shall take the lead in the consolidation and encoding of the master list.
a. The CSWDO Focal Person on Elderly Programs shall prepare the payrolls, vouchers and other pertinent documents needed for the processing of funds that will be reviewed by the CSWD Officer and will be recommended to the City Mayor for approval. The assessment report shall be the basis of final list of beneficiaries in every barangay.
III. Provision of Birthday Cash Gift
a. The CSWDO will inform the Punong Barangay through the BASCA President of the schedule of the birthday cash gift pay-out. The BASCA President shall then inform the beneficiaries of the date, time and venue of the pay-out.
b. The release of the birthday cash gift of Five Hundred Pesos (Php 500.00) per beneficiary will be done bi-monthly.
