WHEREAS, the City Government of Alaminos, Pangasinan intends to further honor the contributions of senior citizens in the city by granting additional benefits and incentives to qualified senior citizens through birthday cash gift and additional centenarian incentives;

WHEREFORE, on motion of Councilor Carolyn D. Sison, duly seconded by all

members present,

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED:

SECTION 1. Title of the Ordinance. This ordinance shall be known as "Birthday Cash Gift and Additional Centenarian Incentives Ordinance of the City of Alaminos, Pangasinan.

SECTION 2. Declaration of Principles and Policies. In consonance with the constitutional policies and provisions of Republic Act No. 9994, or the Expanded Senior Citizens Act of 2010, it is the policy of the City Government of Alaminos City. Pangasinan to recognize the rights of senior citizens to take their proper place in society and make them a concern of the family, community and government, and give full support to the improvement of the total well-being of the elderly and their full participation as in integral part of the Philippine Society.

SECTION 3. Definition of Terms. shall be defined as follows: -The following terms as used in this Ordinance -

1. OSCA-shall mean the City of Alaminos Office of the Senior Citizens Affairs established under Republic Act. No. 9994 and headed by OSCA Head, primarily tasked to assist in implementing the Expanded Senior Citizens Act and records of senior citizens ID issuance and profiling of all local senior citizens for cross-reference.

2. Authorized Representative - refers to a person related by blood or affinity or an unrelated person authorized by the social pensioner to receive his/her stipend due to reasons such as bedridden/weak physical condition, among others; as evidenced by a certification signed by the Punong Barangay and the concerned relative or neighbor indicating that he/she is the one who is taking care of the senior citizen as per Memorandum Circular No. 04 Series of 2019. The authorized representative should be registered with the City Social Welfare and Development Office (CSWDO) or OSCA data base.

3. Beneficiary - refers to a qualified senior citizen registered at the OSCA

4. Delisting- refers to a process of removing a beneficiary from the list of senior citizens due to death or transfer of residence of other City/Municipality or Region.
