WHEREAS, there is a need to create a Barangay Committee on Disability Affairs to fully implement the existing guidelines and laws relative to and properly address all the concerns and issues of the persons with disabilities;
NOW, THEREFORE, on motion of Councilor Carolyn D. Sison, duly seconded by all members present,
BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS THAT:
SECTION 1. This Ordinance is entitled: "AN ORDINANCE CREATING THE BARANGAY COMMITTEE ON DISABILITY AFFAIRS (BCDA)".
SECTION 2. There shall be a Barangay Committee on Disability Affairs which is composed of the following: COMPOSITION:
a. Chairman: Punong Barangay
b. Members: Members of the Barangay Council
(Include the president of the Persons with Disability Barangay Sector in the membership)
SUB COMMITTEES
-Monitoring Committee
-Social Protection Committee
-Livelihood Committee
Members of the committee are appointed by the Punong Barangay. However, members can be removed only on justifiable cause and by a majority vote of all members of the committee.
SECTION 3. FUNCTIONS:
The Barangay Committee on Disability Affairs generally shall be in-charge of the implementation of the laws pertaining to persons with disabilities, monitoring of compliance to these laws at the barangay level, implementation of the various programs to promote inclusive development and improve the lives of persons with disabilities, and
1. BCDA shall formulate and craft programs, policies and activities for the PWDs and participate in the celebrations for PWDs;
2. Ensure that the Persons with Disability Barangay Association conducts meeting monthly;
3. Submit Accomplishment Report to the Persons with Disability Affairs Office (PDAO);
4. Act as Advisory committee to the barangay council on persons with disabilities' concerns;
5. Propose annual budgetary allocations for the operation and maintenance of PWD desks, develop plans and programs; 6. Assist the barangay council in setting the direction of economic and social
development of PWDs; 7. Coordinate with government agencies and office on persons with disabilities' concerns;
8. Gather, compile and keep pertinent data such as, but not limited to, the nature and history of their disabilities and their potentials, including those that can be possibly honed for livelihood purposes;
9. Assist persons with disabilities during election in accordance to election laws;
