ORDINANCE NO. 2018-09 AN ORDINANCE AMENDING SECTION 69 OF ORDINANCE NO. 2013- 10, OTHERWISE KNOWN AS THE "ALAMINOS CITY TOURISM CODE OF 2013" BY INCREASING THE RATE IMPOSED ON THE ENVIRONMENTAL FEE FROM FORTY PESOS (PHP 40.00) TO SIXTY PESOS (PHP 60.00) PER PERSON TO GENERATE ADDITIONAL FUNDS FOR THE MAINTENANCE AND DEVELOPMENT OF THE HINP FACILITIES AND FOR OTHER PURPOSES

WHEREAS, Section 129, Title I, Book II of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides that each local government unit shall exercise the power to create its own sources of revenue and to levy taxes, fees and charges xxx consistent with the basic policy of local autonomy xxxx;
WHEREAS, pursuant to Section 69 of City Ordinance No. 2013-10, otherwise known as the "Alaminos City Tourism Code of 2013", the LGU of Alaminos had imposed the amount of Forty (Php 40.00) Pesos as environmental fee for every individual upon entrance to the Hundred Island National Park;
WHEREAS, the continuing implementation of programs and projects in support to the thrust of the Local Government Unit to attain full development anchored on eco- tourism resulted in the increasing influx of guests visiting the Hundred Islands National Park;
WHEREAS, with the current trend of guest arrival at the HINP there is a need to provide more facilities and manpower and at the same time maintain existing facilities to ensure the comfort of guests during their visits;
WHEREAS, to preserve and conserve the natural beauty of the HINP, the LGU- Alaminos City intends to expand its environmental protection programs such as the propagation of giant clams, coral transplantation and the activation of new technology acquired from the University of the Philippines (UP) to be used for coastal clean-up and maintenance of marine life; 8
