WHEREAS, Barangay Health Workers (BHW) are frontline health service providers that play a central role in the development, implementation, monitoring and assessment of health and development programs within their respective Barangays, and Republic Act 7883 was enacted to grant benefits and incentives to accredited Barangay Health Workers and for other purposes;

WHEREAS, Barangay Nutrition Scholars (BNS) are community volunteers trained to deliver nutrition and related services particularly to target critical families, and are mandated to receive training stipend, kit and travel allowance under Presidential Decree 1569;

WHEREAS, Executive Order No. 546, Series of 2006 authorizes the deputation of civilian volunteers organizations (CVOS), including the mobilization of barangay tanods as "force multipliers" in the campaign against all threats to peace and tranquility of the city and the general public;

WHEREAS, the City of Alaminos, Pangasinan is a growing agricultural city and is envisioned to be a major growth center and prime tourism hub in Region 1, with a current population of 105,671 and an annual growth rate of 2.07%, as per records of the City Planning & Development Office (CPDO) dated December 2021;

WHEREAS, with the ever increasing population and with emerging challenges brought by various types of threats and emergencies, there is a need to ensure delivery of accessible and acceptable health and nutrition services to the thirty-nine (39) barangays of the City of Alaminos, through the Barangay Health Workers and Barangay Nutrition Scholars, as well as the need to continuously ensure the attainment of peace and harmony, through the Civilian Volunteers Organizations;

WHEREAS, BHWs, BNSS and CVOS play a vital role in local government and are utilized as force multipliers by the LGU to connect city services to the grassroots, who are exposed to risks and perils that are integral to the performance of their aforementioned tasks which endanger their lives and/ or increase the risk of producing adverse effects on their person;

WHEREAS, the BHWS, BNSS and CVOS in Alaminos City receive honoraria from the funds of barangays which range from PhP120 - PhP500 pesos monthly, depending on the income classification of the barangay, but which is deemed as no longer commensurate to the heavy workload and consequent hazards present in their work, as highlighted by the Coronavirus Disease 2019 (COVID-19) pandemic;

WHEREAS, in recognition of the services being rendered by the BHWS, BNSs and CVOS who are actively and regularly performing their duties, the City Government of Alaminos is initiating efforts that will clarify their status and responsibilities, as well as strengthen and institutionalize their allowances and benefits, consistent with policies of the national government;
