WHEREAS, the STAC is designed to uplift the situation of persons with disabilities by providing free comprehensive rehabilitation;

NOW, THEREFORE, on motion of Councilor Carolyn D. Sison, duly seconded by Councilor Michelle S. Segundera, Councilor Verna S. D. Rabago and LBP Raul B. Bacay.

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED AN:

SECTION 1. TITLE. This ordinance shall be cited and known as "Stimulation and Therapeutic Activity Center Ordinance of the City of Alaminos, Pangasinan "

SECTION 2. Stimulation and Therapeutic Activity Center for Persons with Disabilities shall be institutionalized in the City of Alaminos under the direction of the City Social Welfare and Development Office.

SECTION 3. OBJECTIVES. The STAC shall provide free and comprehensive

rehabilitation to Persons with Disabilities (PWD): make available free indoor and outdoor stimulation and therapeutic training through play and social activities for the physical, social and psychological development of children with disabilities (CWDs), prepare them for education and their integration into mainstream of society: help regain and restore the pain- free and comfortable movement and overall health that a person experienced prior to an illness or disabilities, and develop their capacities to become productive member of their respective communities.

SECTION 4. & FUNCTIONS -

1. Provide comprehensive rehabilitation to CWDs which shall include the following:

a. Initial examination to Rehabilitation specialists such as Physiatrist, Neurodevelopmental Pediatrician, Orthopedic Surgeon, or a duly registered physician for preliminary pediatric evaluation to determine proper management and treatment for each child-beneficiary;

b. Physical Therapy, Occupational Therapy, Special Educational session which are done 45 minutes to 1 hour, 2 to 3 times a week depending on the case of the client;

2. Supplementary Therapeutic Feeding;

3. Socialization;

4. Provision of ambulatory devices such as wheelchair, crutches, cane, walker, and other auxiliary devices to beneficiaries;

5. Provision of social work intervention;

6. Organize parents support system thru establishing a Parents Association; 7. Participate in the celebration about person with disabilities related events;

8. Referral to Assistance to Individuals in Crisis Situation (AICS) for financial/medical assistance.

SECTION 5. APPROPRIATION. The amount of Eight Hundred Thousand Pesos (PhP 800,000.00) from the One Percent (1%) Local Council for the Protection of Children (LCPC) Fund and Five Percent (5%) Gender and Development (GAD) Fund shall be appropriated annually for the implementation of this Ordinance.

SECTION 7. SEPARABILITY CLAUSE. Should any provision herein be declared unconstitutional or invalid by a competent court, the same shall not affect the validity of the other provisions of this Ordinance.
