EXECUTIVE ORDER NO. 15 Series of 2020

ORGANIZING THE CORONAVIRUS DISEASE 2019 (COVID-19) PREVENTION AND CONTROL TASK FORCE IN THE MUNICIPALITY OF AGOO, LA UNION UNDER THE DISASTER PREPAREDNESS AND MANAGEMENT ACTION TEAM (DPMAT).

WHEREAS, as per provision of Republic Act No. 10121 or the Philippine Disaster and Risk Reduction Management Act of 2010. "It is the policy of the state to uphold the people's constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the country's institutional capacity for disaster risk reduction and management and building the resilience of local communities to disasters including climate change impacts;"

WHEREAS, natural and human-induced disasters are becoming more frequent and

climate change has further added to the unpredictability of these occurrences as well as their impact on society:

WHEREAS, the Philippine Government, through the NDRRMC, is therefore faced with the challenge to heighten its vigilance in ensuring that disaster risks are prevented or minimized and it is prepared to address the needs of affected population when disasters or emergencies occur.

WHEREAS, the National Disaster Risk Reduction and Management Council has issued Memorandum Circular No. 04-2012 for the Implementing Guidelines on the Use of Incident Command System (ICS) as an On-Scene Disaster Response and Management Mechanism under the Philippine Disaster Risk Reduction and Management System (PDRRMS):

WHEREAS, Executive Order No. 14-2018 reorganized the Municipal Incident Command System in the Municipality of Agoo, La Union;

WHEREAS, the DPMAT of Agoo, La Union was adopted by the Sangguniang Bayan;

WHEREAS, in consonance with Sec. 15, Article II of the 1987 Philippine Constitution and Section 16 (General Welfare Clause) of the Local Government Code, the Local Government Units (LGUS) are charged with the promotion of health and safety within their jurisdictions;
