              CONGRESS SHOULD COMPENSATE THOSE WRONGED.

     THIS IS THE OPINION EXPRESSED BY JUDGE DENMAN OF THE
NINTH CIRCUIT COURT OF APPEALS IN HIS DISSENTING DECISION
ON THE KOREMATSU CASE ....DECEMBER  2nd.

     He places it in the following words...IT IS CUSTOMARY
FOR THE  SUPREME COURT AND OTHER FEDERAL COURTS TO COMMENT,
WHERE CLAIMS OF OPPRESSION ARISING FROM CONGRESSIONAL LEGI-
SLATION ARE NOT REGUARDED AS MAKING  THE LEGISLATION VALID  
THAT THE CLAIMANT SHOULD LOOK TO CONGRESS FOR THIS REMEDY. 

     THIS MEANS...CONGRESS BY APPROPRIATE LEGISLATION SHOULD
AFFORD SOME COMPENSATION TO THE VICTIMS OF MILITARY ORDERS.

     HE FURTHER STATES " IT IS WITHIN THAT PRACTICE TO STATE
THAT WHERE ,AS A WAR NECESSITY, SUCH WRONGS ARE DELIBERATELY
COMMITTED UPON IT'S CITIZENS BY A CIVILIZED NATION,ORDINARY 
DECENT  STANDARDS REQUIRE THAT COMPENSATION MUST BE MADE.
