Ushbu yanvarning to‘qqizida Ho‘qandda Turkiston muxtoriyati hukumatining askarina manyovr yasalg‘an. Bir ming qadar musulmon askar tuzulgan ekan, hammasi mulla Abdurazzoqboyning bog‘iga yig‘ilganlar. Hukumat a’zolaridan harbiya noziri Abdullaxo‘jayev ila moliya noziri Islom Shoahmedov borib askarni tabrik qilg‘onlar. Otashli nutqlar so‘zlag‘onlar.
Bu manyovrdan so‘ng, naq bir mingga yaqin askar yig‘ilib, hozir muvaqqat hukumat qaramog‘ida ikki ming qadar muntazam milliy armiya bor ekan.
