besides of test vectors for the most important block ciphers, stream ciphers, hash functions, MACs etc, I want to see here some meta material, like descriptions of how to build a HMAC out of a hash function, how to build a hash function out of a blockcipher, etc.

Go ahead and write the "meta material". I don't understand any of it, and I'm not about to research to the point where I can discuss it intelligently. You, as the contributor of this material, are obviously interested in it. That puts you in the best position to explain it. Don't expect others to pick up your project, and complete it for you. In the absence of your explanation, and continued development of the idea you can expect is that eventually someone will see it as meaningless and begin proceedings to delete it.
