Summary: I believe we will use the Special:Import feature of the upcoming wikimedia 1.5. This feature will allow us to import pages with their histories. So all we have to do is create a list of pages in each language. A bot is currently working at it: User:ThomasBot. you may help the bot by categorizing the pages it has failed to recognize.
