Jeffery Alan Evans

Very little is known about this individual. Some believe that there is no individual but it is rather an organized observing syndicate. The country of origin is thought to be the United States of America, though the US Federal government denies any affiliation with the alleged acts of observations conducted by Evans. Both the Chinese and Russian governments have outstanding warrants for the capture of Evans; the warrants are for questioning only as there is no evidence at this time to prove Evans viable for any actions against these respective countries. France has also issued a warrant for the arrest of Evans, though the nature is radically different. In France he is wanted for the endless tirade of anti-French comments and mockeries attributed to Evans.
