AN ORDINANCE CREATING THE BARANGAY COMMITTEE ON DISABILITY AFFAIRS

WHEREAS, the 1987 Philippine Constitution, in the Declaration of Principles and State Policies, mandates that the State shall promote social justice in all phases of national development;

WHEREAS, the persons with disabilities, as a vulnerable marginalized sector in the community, should be given priority in accessing essential goods and services under the social justice principle;

WHEREAS, in adherence to the principle of social justice, Republic Act No. 7277, otherwise known as the Magna Carta for Disabled Persons, and later amended by Republic Act 10070 entitled "An Act Establishing an Institutional Mechanism to Ensure the Implementation of Programs and Services for Persons with Disabilities in Every Province, City and Municipality", were enacted to promote the welfare and ensure the full participation of persons with disabilities in all aspects of community life for their rehabilitation, self- development, self-reliance and integration into the mainstream;

WHEREAS, despite the enactment of laws and implementation of programs and projects for the person with disabilities, there are still few gaps remaining in the efforts of the State to integrate persons with disabilities into the mainstream;

WHEREAS, the DILG on July 5, 2021 issued Memorandum Circular No. 2021-072 and identified one of the gaps which is the lack of Barangay Committee on Disability Affairs
