BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED AN:

SECTION 1. SHORT TITLE. This Ordinance shall be known as the "Alaminos City Barangay Worker Allowance Ordinance of 2022."

SECTION 2. DECLARATION OF POLICY. The City Government of Alaminos City recognizes the vital role of Barangay Health Workers, Barangay Nutrition Scholars and Civilian Volunteers Organizations in the promotion of health, nutrition and peace and order respectively in the city. To this end, the City shall strengthen and recognize the rights of BHWs, BNSS and CVOS to organize themselves, to strengthen and systematize their services to the community, and to make a venue for sharing their experiences and for recommending policies and guidelines for the promotion, maintenance and advancement of their activities and services.

SECTION 3. DEFINITIONS.-For purposes of this ordinance, the following terms or phrases shall be construed to mean:

(a) Barangay Health Worker or BHW - refers to a person from Alaminos City who is a bona fide resident of the barangay where he/she renders services and has undergone training programs under any accredited government or non-government organization, and who voluntarily renders promotive, preventive, curative and rehabilitative services to Alaminos City residents and communities after having been accredited to function as such by the Alaminos City Barangay Worker Registration and Accreditation Committee (BWRAC) in accordance with the guidelines provided in this Ordinance.

(b) Barangay Nutrition Scholar or BNS- refers to a barangay-based volunteer worker responsible for delivering nutrition services and other related activities, such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning to the barangay.

(c) Civilian Volunteers Organization Member or CVO - refers to a person who is not on active duty with the military, police, naval or fire-fighting organization but offers himself or herself willingly for service, specifically to aid law enforcers in addressing peace and order situations, criminalities and other forms of lawlessness in every barangay.

(d) Allowance - an amount jointly determined by the Local Health Board, City Nutrition Council and the City Peace and Order Council given to qualified volunteer barangay worker exposed to situations, conditions, or factors in the work environment or place where foreseeable but unavoidable danger or risk exists which adversely endangers his/her health or life and/or increase the risk of producing adverse effect on his person in the exercise of his/her duties, to be validated by the proper authorities.

(e) Qualified Barangay Workers-refer to Alaminos City Barangay Workers who are duly registered and accredited by the City through the Alaminos City Barangay Worker Registration and Accreditation Committee.

(f) Accredited Barangay Worker - refers to a registered barangay worker who has completed the accredited training program and has been duly and fully acknowledged by the concerned accrediting institutions.
