BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED:
SECTION 1. TITLE. This ordinance shall be known as "The 2022 Discipline Zone Ordinance of the City of Alaminos, Pangasinan."
SECTION 2. OBJECTIVE. This ordinance aims to instill discipline and orderliness in areas identified as a main convergence area of people within the City of Alaminos. Through this ordinance, relevant advocacies and activities shall be implemented to promote the culture of discipline among people and to become a model of discipline in any field of endeavor.
SECTION 3. DESIGNATED DISCIPLINE ZONE. An area called "Discipline Zone" is hereby designated along Quezon Avenue, from the junction of Vereciano St. (side of Nepo Mart) to Bonifacio Shrine at San Jose Drive (fronting St. Joseph Cathedral Parish), which will serve as pilot area for implementation.
SECTION 4. PROHIBITIONS/RESTRICTIONS. The following acts are hereby prohibited/
restricted within the Discipline Zone:
1. Jaywalking. No person shall illegally cross to a street without using the crosswalk or following signals that indicate when a person may or may not cross.
2. Illegal parking. It shall be unlawful to park in areas prohibited by existing law or ordinance for parking purposes or in those designated by the authority and/or the Local Government Unit as NO PARKING areas or zones.
A grace period of five (5) minutes will be given for drop-off/pick-up within the Discipline Zone.
3. Illegal vending. It shall be unlawful for any person or entity to illegally establish, erect put-up any type of business establishment stall store and the like. nor extend his/her store, stall and the like which would encroach upon a portion of city roads, streets, avenues, alleys, sidewalks and the like.
4. Littering. No person shall litter in any form, such as:
a. throwing, dumping, placing or scattering waste, refuse or garbage and domestic, industrial and special wastes in any public places, and immediate surroundings, including vacant lots, canals, drainage and other waterways not designated as garbage dumping area/trash can/receptacle;
b. bringing garbage out on the property line of commercial establishments or any part of the road. It shall be brought outside only upon arrival of the authorized garbage hauling trucks in their respective localities; C. urinating and defecating;
d. placing, storing or dumping construction wastes or debris; junked or under repair vehicles; dilapidated appliances and other immovable object in any part of the road, street or avenue, or in any sidewalk which may obstruct or impede the vehicular and pedestrian traffic;
e. posting, installing or displaying any kind or form of billboard, sign poster, streamer, professional service advertisement and other visual clutter in any part of the road, sidewalk, center island, post, park and open space, without permission/notice from the City Government or concerned barangay. Posting, installing or displaying in trees is strictly prohibited;
