ORDINANCE NO. 2022-02

AN ORDINANCE INSTITUTIONALIZING THE STIMULATION AND THERAPEUTIC ACTIVITY CENTER FOR PERSONS WITH DISABILITIES IN THE CITY OF ALAMINOS, PANGASINAN AND APPROPRIATING THE AMOUNT OF EIGHT HUNDRED THOUSAND PESOS (PHP 800,000.00) FROM THE ONE PERCENT (1%) LCPC FUND AND FIVE PERCENT (5%) GAD FUND FOR THE PURPOSE

WHEREAS, Article XIII, Section 13 of the 1987 Philippine Constitution provides that "The State shall establish a special agency for disabled persons for their rehabilitation, self- development and self-reliance and their integration into the mainstream of the society":

WHEREAS, Section 458, Paragraph 5, (xiv) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates the Sangguniang Panlungsod to provide for the care of disabled persons, paupers, the aged, the sick, persons with unsound mind, abandoned minors, juvenile delinquents, drug dependents, abused children and other needy and disadvantaged persons;

WHEREAS, in compliance to the mandate, the City Government of the City of Alaminos, Pangasinan intends to strengthen the establishment of a Stimulation and Therapeutic Activity Center (STAC) that would cater to their needs, equipped with a comprehensive approach in assisting this sector and in integrating them in the mainstream of society;
