EXCECUTIVE ORDER NO. ID-2020

AN ORDER PRESCRIBING GUIDELINES TO ESTABLISHMENTS OFFERING BASIC NECESSITIES IN THE MUNICIPALITY

WHEREAS, Section 16 of Republic Act 7160 otherwise known as the Local Government Code of 1991 provides that "Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdiction, local government units shall ensure support among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic posterity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants":

WHEREAS, Proclamation No. 929 series of 2020 was issued declaring a State of Calamity throughout the Philippines due to Corona Virus 2019 (COVID-19), enjoining all Igovernment agencies and local government units to render full assistance and cooperation with each other and mobilize the necessary resources to undertake critical, urgent, and appropriate disaster response aid and measures in a timely manner to curtail and eliminate the threat of COVID-19;

WHEREAS, on March 16, 2020, the Office of the Executive Secretary issued a Memorandum imposing an Enhanced Community Quarantine throughout Luzon beginning 16 March 2020 to 12 April 2020, unless earlier lifted or extended as circumstances may warrant.

WHEREAS, under the Luzon Enhanced Community Quarantine Basic DO's and DON'TS Bulletin No. 1, all public transportation are not allowed to operate, such as tricycles, pedicab, taxis/Grab, jeepneys, buses including MRT/LRT,
