WHEREAS, it is the primary responsibility of any Local Government Unit (LGU) to protect and promote the night to health of the people and instill health consciousness among them as provided under Section 16 or the General Welfare Clause of the Local Government Code of 1991;
WHEREAS, the employees' health is vital in the performance of their duties and responsibilities;
WHEREAS, government workers spend at least one third of their day and half of their waking hours on the job, thus it is a great responsibility of the Provincial Government of La Union to promote health and safety of the employees;
WHEREAS, as per observation, chronic diseases such as heart disease, stroke, cancer, obesity, diabetes and reproductive health-related diseases are among the most prevalent health problems of employees of the Provincial Government of La Union, thus the enactment of effective worksite policies and programs can reduce health risks and improve the quality of life of the employees;
WHEREAS, chronic diseases can lead to a decline in the over-all health of employees in a workplace, contribute to an increase in health-related expenses among employees and also health-related financial assistance from the Provincial Government of La Union, and lead to lower productivity and/or days of work missed. Government offices should be a place for protecting the safety and well-being of employees while providing them with opportunities for better long-term health;
Be it enacted by the Sangguniang Panlalawigan in session duly assembled:
SECTION 1. TITLE. This ordinance shall be known and cited as the HEALTH AND WELLNESS PROGRAM AND GRANTING HEALTH BENEFITS FOR ALL OFFICIALS AND EMPLOYEES OF THE PROVINCIAL GOVERNMENT OF LA UNION ACT OF 2018.
SECTION 2. DECLARATION OF POLICY. It is hereby the declared policy of the Provincial Government to promote the health and safety of its inhabitants especially its workforce through the institutionalization of a health and wellness program and granting health benefits for all its officials and employees.
SECTION 3. HEALTH AND WELLNESS PROGRAM FOR PGLU OFFICIALS AND EMPLOYEES. There shall be an Institutionalized Health and Wellness Program for all Officials and Employees of the Provincial Government of La Union with the following components:
A. Health Education Component - A health awareness component which provides for the following:
1.) Health Education - the periodic dissemination of health information which addresses the specific needs and health risks of employees through the PHO Health Bulletin, PGLU website and office circulars; 2) Heath Screenings - all officials and employees may avail themselves of health screenings such as, but not limited, to the following:
CBC. Urinalysis, Fecalysis, Blood Typing
Blood Pressure;
Chest X-ray, Whole Abdominal Ultrasound, ECG
Blood Chemistry to include
FBS
SGPT
SGOT
BUN
BUA
Creatinine
