BY THE MUNICIPAL MAYOR OF PUGO
Executive Order No. 19 S. 2020
REORGANIZING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC) AND DEFINING ITS FUNCTIONS PURSUANT TO REPUBLIC ACT 10121
WHEREAS, it is the policy of the state to uphold the people’s constitutional rights to life and property by addressing the cause of vulnerabilities to disasters, strengthening the country’s institutional capacity for disaster risk reduction and management, and building the resilience of local communities to disasters including climate change impacts;
WHEREAS, there is a necessity to adopt a disaster risk reduction and management approach that is comprehensive, integrated, and proactive in lessening the socioeconomic and environmental impacts of disasters including climate change, and promote the involvement and participation of all civil sectors, all stakeholders concerned, and the community;
WHEREAS, the Local Government Code of 1991 mandates the Local Government Units to create effective plan that addresses, prevents and mitigates the effect of calamities and formulate necessary measures that will strengthen the susceptible communities;
WHEREAS, Section 11 of Republic Act No. 10121 known as the Philippine Disaster Risk Reduction and Management Act of 2010 provides for the strengthening of the Disaster Risk Reduction System;
WHEREAS, this Act provides for the development of policies and plans and the implementation of actions and measures pertaining to all aspects of disaster risk reduction and management, including good governance, risk assessment and early warning, knowledge building and awareness raising, reducing underlying risk factors, and preparedness for effective response and early recovery;
WHEREAS, there is a need to reconstitute and update the membership of the Municipal Disaster Risk Reduction and Management Council of the of Pugo, La Union due to the reorganization of the committees in the Sangguniang Bayan and to add/replace members essential to the achievement of the objectives of the council;
NOW THEREFORE, I, DR. PRISCILLA M. MARTIN, by virtue of the power vested in me as the duly elected Municipal Mayor of Pugo, La Union, do hereby order:
