EXPLANATORY NOTES
WHEREAS, Republic Act (RA) 8425 or the Social Reform and Poverty Alleviation Act mandates the creation of the National Anti-Poverty Commission (NAPC);
WHEREAS, among the others, the purpose of its creation is to sustain the economic gains the National or Local Government has attended;
WHEREAS, the law mandates NAPC to enhance programs, approaches and strategies to strengthen partnership between government and basic sectors and serve as the coordinating and advisory body that exercises oversight functions in the implementation or Social Reform Agenda (SRA) and ensures that such is incorporated in the formulation of national as well as in local plans;
WHEREAS, the NAPC basic sectors (women, fisherfolk and farmers, urban poor, youth, etc.) play a crucial role in poverty reduction; WHEREAS, to concretize the intention of RA 8425 in the local level, LGU's are enjoined to recognize and encourage basic sectors and NGOs participation in local governance;
WHEREAS, in order to realize this mandate in Lingayen, there is a need to create a Lingayen Anti-Poverty Council (LAPC) to serve as coordinating and advisory body for the municipality's anti-poverty programs;
WHEREFORE, on motion of SBM Ma. Andrea V. Meneses duly seconded by SBM Mac Dexter G. Malicdem, be it:
