ORDINANCE NO. 174

AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 71-S- 2015 "AN ORDINANCE DECLARING SEPTEMBER 5, FOUNDATION DAY OF BASISTA, PANGASINAN, AS THE TOWN FIESTA OF BASISTA, PANGASINAN."
WHEREAS, by virtue of the endorsement of then Governor of Pangasinan, Hon. Conrado F. Estrella, then President Carlos P. Garcia issued Executive Order No. 446 dated September 5, 1961 declaring the township of Basista, Pangasinan,
WHEREAS, since then, to be able to give Basistans patriotic reason and full opportunity to celebrate and participate in the occasion with appropriate ceremonies, third week of the month of March of each year was declared as the annual town fiesta
celebration; WHEREAS, on January 12, 2015, the Sangguniang Bayan, by virtue of its Municipal Ordinance No 71-5-15, declared the Foundation Day of September 5 of each year as the annual town fiesta;
WHEREAS, few years later, the local government as well as the people, realized the difficulty of celebrating the fiesta in the month of September which is a rainy season, hence this amendment to return to the original month of March the town fiesta celebration;
WHEREFORE, upon motion by Honorable Councilor Mariño C. Capua, duly seconded by all Sangguniang Bayan members present;
BE IT ENACTED, by the Sangguniang Bayan in regular session assembled that:
SECTION 1-Title. This shall be known as "AN ORDINANCE AMENDING MUNICI PAL ORDINANCE NO. 71-5-2015 AN ORDINANCE DECLARING SEPTEMBER 5, FOUNDATION DAY OF BASISTA, PANGASINAN, AS THE TOWN FIESTA OF BASISTA, PANGASINAN."
SECTION 2. Rationale. This ordinance will give Basistans patriotic reason and full opportunity to celebrate and participate in the occasion with appropriate ceremonies.
SECTION 3-Scope. This ordinance shall apply to the celebration of the town fiesta of Municipality of Basista, Pangasinan, every third Saturday of the month of March of each year and no longer September 5 of each year.
SECTION 4-Repealing Clause. Any ordinance inconsistent with the provisions of this Ordinance shall be correspondingly repealed.
SECTION 5-Effectivity. This ordinance shall take effect fifteen (15) days after its posting in at least three (3) conspicuous places and publication in a regular newspaper.
